The acting head of the Kursk region, Alexander Khinshtein, made a number of important statements today: he spoke about the damage in Rylsk after the bombing, set the amount of payments to affected families and intends to organize an inspection of the JSC “Kursk Region Development Corporation” after the arrest of two of its leaders, Vladimir Lukin and Igor Grabin, in the case of “unreasonable spending” of funds for the construction of fortifications.

On Monday, Khinshtein wrote on his personal Telegram channel about the decision to send a request to the prosecutor’s office about the operator to work with investors and develop the region’s investment infrastructure, created in 2012:
“I made a decision: to initiate a comprehensive audit of the Corporation, including its financial and economic activities.”
The acting head of the region emphasized that this structure is engaged in “the absolutely necessary construction of fortifications for the residents of the Kursk region,” one of whose cities was subjected to intense night shelling on December 20-21.
According to Khinshtein, cited by Kommersant, five low-rise apartment buildings in the city were damaged, a recreation center, a school and the educational building of the university that bears his name. D. Granin, 12 social infrastructure buildings and 11 private houses were damaged.
Power and water supplies were damaged in 88 homes, but heating had been restored to 86 homes by mid-Saturday. Khinshtein promised certificates for the purchase of new homes to those who completely lost their homes. The rest will receive help with repairs or receive monetary compensation.
The injured will also receive funds: the families of those killed in Rylsk will receive 1.5 million rubles, the rest – between 300,000 and 600,000 rubles, depending on the severity of the injuries.
