Russia may introduce a legal ban on incoming calls from foreign countries. This was reported to TASS by the press service of Roskomnadzor. According to the regulator, several operators are already introducing appropriate restrictions on their networks.

“It is also possible to introduce these requirements through legislation. Exactly the same requirements can be entered for instant messaging. Blocking voice traffic in them can be used as a coercive measure,” the RKN explained.
They indicated that the measure aims to combat telephone scammers. According to the regulator, large operators fight fraud by installing systems in their networks that prevent calls from intruders and also share data with each other “on the risk factors of calls coming from abroad.”
Roskomnadzor added that in the future operators could be forced to identify illegal call centers, including those that use SIM boxes (devices for storing and operating a large number of SIM cards).
Previously, Kommersant, citing sources in the telecommunications market, reported that RKN and the Ministry of Digital Development are discussing the possibility of limiting or completely banning voice calls in instant messengers as part of the fight against telephone scammers. The Ministry of Digital Development told the newspaper that they are not yet developing regulations that limit voice traffic in instant messaging, but emphasized that they are “open to proposals from the industry.”
