The State Duma has introduced amendments to the Law “On Communications”.
According to the amendments, operators will be required to suspend the use and operation to return funds that subscribers have paid in advance for communication services if a new order is received on such a ban or they are seized as part of a criminal investigation. Renewal will be possible only after the subscriber tops up the account with the desired amount.
Unused money must be returned to him within 30 days after termination of the contract.
A representative of the Ministry of Digital Development clarified that the measures are aimed at protecting citizens from fraud. The changes will not affect conscientious citizens.
A mobile account can be used as a current account and withdrawals can be made to and from it. If a person’s money is seized, the restriction will also apply to a mobile phone (this does not exist now). The experts interviewed consider this decision unnecessary. [Ведомости]
