The first option implies the introduction of fixed insurance premiums for self -employment, similar to the fact that individual entrepreneurs (IP) pay. If the income does not exceed 300 thousand rubles a year, the contribution to the pension and medical insurance (mandatory medical insurance) is 53.66 thousand rubles in 2025, 57.39 thousand rubles in 2026 and 61.15 thousand rubles in 2027. If the income is greater, 1% of the excessive quantity is added.

The second option implies adjusting the distribution of the Tax on Professional Income (NPD), in which part of the funds will go to future pensions. Now, 63% of the NPD enters the regional budget and 37% for the mandatory medical insurance fund.

In a letter, the senator said that in 2024 the number of self -employed exceeded 12 million people. This is a “significant segment of citizens” that “will live with a minimum pension, with the simultaneous increase in the subsequent load on the budgets,” warned the senator.

The representative of the Ministry of Finance told Vdomosti that the tax regime for NPD payers does not plan to change before the end of the experiment in 2028. He recalled that the self -employed can voluntarily join the pension insurance program.
