Participants in the Russian Union for Forum of Industrialists and Entrepreneurs (RSPP) proposed stimulating creative industries with fiscal benefits and preferences for companies that buy creative products from Russian manufacturers. According to the concept of creative industries until 2021 to 2021 to 2030, its contribution to GDP should increase to 6%. In 2023, this indicator was 3.5%, the newspaper Citó Rostat. Federal Law has also been developed, according to which punctual assistance to the creative sphere is placed.
Until now, the law has no criteria by which the subjects of the creative industries determine: the regions must indicate them. Because of this, those who do not really create a creative product can enter the category, says the resolution. The law also transfers the problems of state support for creativity for the regions, and do not have the necessary powers to create a full support system. For example, financing problems, copyright, protection and protection of intellectual property must be resolved at the federal level, believe the authors of the document.
RSPP president Alexander Shokhin said the development of the sector would help reduce tax burden. Now, the issue of releasing the entire chain of VAT rights revolutions is discussed in analogy with the IT sector and in film production. The RSP also proposes to release businesses from social premiums and insurance for remuneration to the authors, as well as the preferences of issuing when discarding the costs of buying the right to use intellectual property by Russian industrial companies.
Forum participants also invited the State to use indirect formats to support a creative business. For example, it is possible to subsidize the interest rates of loans to guarantee intellectual property and partial reimbursement of the cost of their acquisition for the creation and development of business.
