Communication operators will be fined 500,000 rubles to transfer false information about subscribers or exceed numbers. In case of repeated violations and 5 million rubles, a criminal responsibility is provided until one year imprisonment.

Changes will also force operators to prevent suspicious calls, to stop communication while determining fraudulent activities and to prevent subscribers with instructions to open. All suspicious numbers and speeches will be sent to a single antifodal system.

In addition, a single IMEI number platform is created-which will transfer data on user devices by operators-limiting the turnover of this illegal tools.

The new bill is planned to be introduced from March 1, 2026. Market participants state that the struggle against fraud at the same time requires “drops” to the third parties for the activities of the SIM card.
