According to the document, all credit institutions will need to support payments through a universal QR code. The operator of this system will be the National Payment Card System (NSPK) owned by the Central Bank. Code creation services will be provided free of charge.
The first accepting digital ruble should be systematically important banks and customers with an annual turnover of 120 million rubles. Since 2027, the requirement will extend to banks with a universal license and 30 million rubles and an income from 2028 to other financial institutions.
A small enterprise with turnover of 5 million rubles per year is exempt from being compulsory with a digital ruble.
