The Ministry of Digital Development will tighten the compliance requirements for an accredited IT company. The threshold for income from core activities, which should be in the IT field, will be increased to 30%. State-owned companies, banks, insurers and telecom operators will be denied accreditation altogether.

The new compliance requirements for an IT company accredited by the Ministry of Digital Development are reported on the department’s website.

OKVED (line of activity of the company) for work in the IT field must be the main, income from the main activities must be at least 30%, and 80% of employees must have a salary of not less than Russian average.

The Ministry of Digital Development is also ready to grant accreditation to start-ups that do not yet receive income from their activities, but only if they invest in the IT sector. The startup must report on the IT project it is developing and the status of its preparation.

The agency will deny accreditation to banks, state-owned companies, insurance companies, telecommunications operators, and state and municipal institutions. Likewise, companies with a state participation in the capital of 50% or more, or created as a result of a reorganization, will not be able to receive accreditation.

On August 1, the Ministry of Digital Development excluded 400 organizations from the register of accredited IT companies. Sberbank, Alfa-Bank, Tinkoff Bank, Otkritie, Yandex Bank, Russian Railways, Delimobil, Rostelecom, Megafon, MTS, Tele2, lost their status due to non-compliance of activities with established criteria. Russian Post, Leroy Merlin, Moscow Exchange, National Settlement Depository.
