The House of Representatives passed the bill on Thursday (4). National Digital Education Policy. Written by MP Ângela Amin (PP-SC), PL 4513 has been in Congress since 2020 and proposes to promote informational and digital skills, online tools, education and research to promote digital participation.

As the text foresees changes in the curricula of schools from primary school onwards, changes are envisaged in the Law on the National Education Guidelines and Foundations for the inclusion of digital competences throughout the stages that make up the Brazilian Education System.

Citing a study by the World Economic Forum, deputy project rapporteur Israel Batista (PSB-DF) said, “Today, 65% of children start primary school. will have jobs that don’t exist yet. In addition, 8 out of 10 occupations with the highest demand growth are related to technology.”

What does the National Digital Education Policy recommend?

If approved by the Senate, the project would need to be regulated by the federal executive branch to be included in the special multi-year national plan and budget laws.

The project is structured around four axes:

  • Digital inclusion It provides the Brazilian population with strategies to ensure equal access to digital technologies to learn, communicate and interact with other people.
  • School Digital Education Guaranteed to the young population, promoting and empowering digital literacy and digital skills at all levels of education.
  • Digital Education and Specialization To present the knowledge of the active Brazilian population for inclusion in a job market dependent on digital skills to promote specialization in foundations, technologies and digital applications, ensure job competitiveness.
  • Digital Research to maintain the conditions for the production of new knowledge and the active participation of Brazilian researchers in international Research and Development (R&D) networks and programs.
