The Ministry of Digital Transformation proposed to collect the biometric data of Russians in the “Unified Biometric System” (UBS) without their consent. To this end, the agency has developed amendments to the rules for the collection of biometric data.

Subsequently, the Ministry of Digital Development announced that it would not collect biometric data without the consent of citizens.

The amendments were sent by letter to the Government Analytical Center on August 2, Kommersant writes.

They simplify the transfer of data from any information system (for example, financial market organizations) to the EBS. Previously, for transmission to EBS, it was necessary for the “cast” to contain a face and a voice, and now only an image of a face or a voice is enough to be placed in the state system.

At the same time, it is clarified that only the organization that placed them will be able to use this data.

The authors of the document emphasize that the consent of citizens is not required for the collection and updating of biometric data in the EBS and “other information systems that provide identification and/or authentication using personal biometric data.”

The ministry added that all organizations are required to notify the citizen about the transfer of their data to the EBS and ensure that this information has been received. A citizen has the right to apply to the EBS and demand the destruction of their biometric data.

Experts interviewed by the newspaper believe that in such a scenario, the filling of the EBS will occur chaotically.

The draft order is supposed to regulate the processes of importing biometric data previously collected and stored in commercial systems, mainly in banks, into the state unified biometric system.
