Maksut Shadayev, head of the Ministry of Digital Advertising, outlined his attitude towards the bill on a single digital advertising operator in a letter to the FAS, which RBC became familiar with.

The minister recalled that the work of the classifieds is already regulated by federal information and personal data laws, so it is not necessary to reform the advertising law.

Shadayev believes that the adoption of the bill in its current form threatens to distort the market. The minimum number of companies will meet the requirements of the law, which will lead to monopolization and degradation of the market.

In addition, the adoption of the law is plagued by the exit from the market of large companies that pay taxes and create jobs and drive technological progress, Shadayev said. Reduced competition will lead to higher prices for goods and services advertised in classified ads.

In his letter, the head of the Ministry of Digital Development proposed to remove from the bill the rules aimed at regulating the work of classified and advertising services.

More than 60 organizations, including Avito, Gallery, Nord Star, Sunlight Outdoor, criticized the bill on a single digital advertising operator.
