The Tax and Customs Policy Department of the Ministry of Finance proposed to modify the professional income tax system. The department believes that the self-employed tax regime should be “restricted” to be used by “certain persons”.

When the regimen was adopted, it was assumed that it would be used in the provision of services from one individual to another individual, the department noted. The self-employed scheme should not compete with other tax schemes for small and medium-sized businesses, the department believes.

The press service of the Ministry of Finance reported that at the moment there are no plans to introduce any changes to the scheme, but the department is monitoring the progress of the experiment with the scheme for self-employed workers. The department said that in November this year, the income of the self-employed amounted to almost 1.57 trillion rubles, the taxes they paid – 60.4 billion rubles.

By the end of November, more than 6 million self-employed workers were registered in Russia. They pay a professional income tax of 4% for services to individuals or 6% for legal entities.
