Recall that earlier VTB Bank was the first bank in Russia to launch a full-fledged online bank on the Telegram messenger. Anton Gorelkin, the author of the amendments and State Duma deputy, told the publication that “the service developed by VTB cannot legally work” if Telegram is included in the registry.
