At the end of December last year, the Ministry of Justice of the Russian Federation submitted a letter to the government regarding the application of a compulsory license in the field of offline film distribution.

As TASS noted, the Ministry of Economy and the Ministry of Culture did not support Isakov’s initiative, but the Ministry of Justice expressed a different opinion:
The recall of the official contains a number of technical shortcomings, but due to the identified violations, it is appointed only offline rental, while “unfriendly and dishonest actions” occur numerous in a number of areas, including Russian online cinemas.
Since last summer, Russian online movie theaters have become more acute problems with the conclusion of contracts with foreign copyright holders. If in the spring it was only about new content, now problems with access to the library are already starting. So, for example, from February 1, Kinopoisk and Amediateka take all parts of Harry Potter and Fantastic Beasts from their media libraries.
Aleksey Byrdin, head of the Internet Video association, believes that some initiatives “destroy the export potential of all domestic intellectual property – from cinema and music to patents and software.”
At the same time, Anatoly Semyonov, deputy chairman of the RSPP Committee on Intellectual Property, is sure that the Ministry of Justice “rationally destroys, that the” cultural violation “of copyright has hit all types of objects, and not just cinema.” [Коммерсантъ]
