Last year, the European Union passed a new law that simplifies government financing rules for semiconductor factories. Thus, a Reuters source said that the negotiations between TSMC and Saxony have already progressed sufficiently. So much so that delegations from eastern Germany came to Taiwan to meet with TSMC.

A source, who declined to be named, said that given the higher costs, including construction-related labor costs, in Germany, TSMC is discussing the subsidies it could receive in exchange for building the plant.
