The feature is currently in testing. This means that only a limited number of users can access it.

You can find it in the “Manage apps and devices” section of the Google Play Store. After enabling the “Sync apps with devices” option, a list of authorized Android devices associated with the user’s Google account is displayed. Apps will automatically start downloading on these devices.

The feature is currently reported to only work with new apps and has limited functionality. It is also unknown when it will be available to all users.
