The State Duma immediately adopted in several readings a bill on the creation of a military registration register, which, among other things, introduces a ban on traveling abroad for citizens who have received a summons. The deputies of the State Duma approved in the second and third reading a bill on the creation of a military registration register and the introduction of restrictions for citizens who received a summons and those who evade reporting to the military commissariat.

The State Duma also gave the military registration and enlistment offices the right to send a summons by registered mail under signature. In addition, the bill introduces a ban on traveling abroad for those who have received the summons from the moment of its notification.
Twenty days after receiving the summons, if a citizen does not appear at the military registration and enlistment office, he will be considered a deviationist. He will be prohibited from driving a vehicle, registering as a sole trader or self-employed person, selling or buying real estate, and taking loans.
The unified register of persons subject to military service will collect all information about conscripts, which will be provided by almost all government departments and organizations, including the Federal Tax Service, the Ministry of Internal Affairs and the Central Election Commission. The register shall indicate the military specialty of the recruit and the place of his actual residence.
On March 11, Gosuslugi reinstated the account removal feature.
