The Ministry of Labor proposed to establish the payment of taxes for the self-employed on online platforms, intermediary platforms between the executor of the order and the client, such as Yandex or Sberbank aggregators. This was reported by Vedomosti with reference to the participants in the discussion on the regulation of platform employment, which is being held in a special working group on labor and social policy in the State Duma.

The payment of taxes for the self-employed is expected to be entrusted to digital employment platforms

The Federal Tax Service, according to interlocutors of the publication, supported the initiative. The idea was formulated in the concept of a supplementary bill to the new framework legislation on employment, the document was sent to the Russian tripartite commission by the Deputy Minister of Labor and Social Protection Magomed Abdulkhalimov.

It proposes to include in the list of rights and obligations of the digital employment platform the exercise of “the function of fiscal agent for the calculation and payment of taxes on the income received by the platform used”.

As one of the newspaper’s interlocutors specified, the probability that the norm will be included in the bill is high, but much will depend on the final decision of the Federal Tax Service.

  • In 2022, the number of self-employed in Russia exceeded 6.5 million people. This year their number could almost double, to 10 million people, YuKassa analysts predicted.
