The line-up of characters that will play the main role Thunderbolts gave rise to controversy. Many followers have acknowledged that the key factor in the founding of this group is not replete with this formation: evil. Although some of the members have a dark past, their present is Marvel Cinematic Universe this is much more positive than negative.

- Elena Belova performed by Florence Pugh.
- An overseer taken over by Olga Kurylenko.
- Ghost played by Hannah John-Kamen.
- Winter Soldier by Sebastian Stan.
They do have one thing in common: their journey as villains in the Marvel Cinematic Universe wasn’t all that long; some may not even qualify as such at the present time of history. This is the case of the Red Guardian, Elena Belova and the Winter Soldier. While a dark past has been reported, it appears that they were useful characters to other forces, to the point that they were manipulated by Baron Zemo like the last of them.
U.S. Agent, Taskmaster, and Ghost fit in better with the concept of villains. Although they may still have doubts. This duality may be key during Thunderboltsin accordance with Sebastian Stan. During D23, the actor said ExtraTV:
