At the end of May 2023, the Liberal Democratic Party proposed to exempt low-income individual entrepreneurs from paying insurance premiums. Individual entrepreneurs themselves have questions about the implementation of the initiative, with some telling RB.RU that the idea is “populist in nature.”
The director of the marketing agency Sole Marketing & Consulting, Evgenia Zenits, believes that the initiative will be in demand, but it is not clear whether this proposal applies to all insurance premiums that the individual entrepreneur pays both for himself and for employees. , or whether it is about those contributions that individual entrepreneurs pay only for you.
He also recalled that if the law is approved, the budget will not receive part of the income, so they will most likely try to somehow make up for the arrears. Zenitz wondered if this initiative would lead to new contributions, which, for example, would be sewn into consumer goods.
According to Stanislav Shitkov, founder of the Triton and H2O laundries, the initiative has a more populist character. He believes that it is easier to close an individual entrepreneur by submitting an application to the tax office than to “fight” for the benefits of fees to funds. With income of 500 thousand rubles a year, the amount of mandatory contributions to the funds is 30 thousand rubles. In terms of a month – 41.6 thousand rubles.
“If an individual entrepreneur has less income, maybe they just optimize for income tax. If there is no income at all, it would be correct to either close the IP and go freelance, or agree with another individual entrepreneur and work together for an IP, ”Shitkov noted.
For sole proprietors, even seemingly small expenses can become significant and critical. Unlike large companies, individual entrepreneurs often do not have a serious margin of safety and, in general, SMEs feel economic changes more acutely and bear all kinds of shocks worse, says Sergey Gebel, executive director of the group of Goebel and Partners consultancy.
The business lawyer believes that in the future the bill should help not only entrepreneurs who, due to economic changes, were forced to suspend their activities or lost income, but also citizens who have just decided to start their own business. .
Goebel agreed that it was impossible to achieve a serious result with the initiative presented alone. Therefore, work must be done in that direction on a regular basis, the expert emphasized.
