One of the important topics of discussion in SPIEF is the leakage of personal data. Roskomnadzor reports a leak of about 200 million records since the beginning of the year. The head of the Duma Committee on Information Policy, Information Technology and Communications Alexander Khinshtein claims that the bill on billing fines for companies for large leaks will be “polished” literally next week. And the vice-president of the Council for the Development of the Digital Economy of the Federation Council, Artem Sheikin, specifies exactly what sanctions are planned to be introduced.
The problem of the mass leakage of personal data is still relevant for Russia. And while Roskomnadzor deputy chief Milos Wagner believes the number of attacks is declining compared to 2022, the numbers he cited can be interpreted in different ways.
According to the speaker, quoted by TASS, last year the leaks amounted to about 600 million “lines”, the personal data of a user. In 2023, there are already 200 million of them, there are 75 incidents that are being verified.
Milos Wagner also said that authorities are considering the option of criminal liability for major leaks. This was confirmed by the head of the Duma Committee on Information Policy, Information Technology and Communications, Alexander Khinshtein.
He also noted that the drafters of the personal data liability bills will discuss the final versions next week and “sharpen” them, because “there is simply no more time”: “the issue of the consequences of what has been done it’s key”. .”
According to him, criminal liability will be considered if the leaks “lead to serious and especially serious consequences.” In other cases, the punishment will be more lenient. For example, billing penalties offered by the Ministry of Digital Development of the Russian Federation.
Commenting on the potential fines provided for by the department’s bill, Artem Sheikin, vice-president of the Federation Council’s Council for the Development of the Digital Economy, cited the following data to RIA Novosti:
- with a leak of more than 100 thousand lines – fines for legal entities from 5 to 10 million rubles,
- in case of repeated leaks, from 0.1 to 3% of the company’s turnover of the previous year.
The law is expected to be considered in July and adopted this year.
