The Law “On the Sovereign Runet”, adopted in 2019, is aimed at protecting the Russian part of the Internet from external threats. It enables the installation of special equipment in operator networks so that Roskomnadzor can manage traffic routing if necessary.
So far, Russia has not been disconnected from the global internet, and Roskomnadzor has used installed equipment to block banned content and slow down some platforms like Twitter.
Drills are held at least once a year, and their purpose is to test the performance of Runet when disconnected from the international segment. Participation in the exercises is mandatory for telecom operators, internet companies and other market players.
