The State Duma approved in the third final reading a bill on the introduction of the digital ruble and the creation of a platform for it. The document prohibits lending to digital ruble accounts and accruing interest on their balance. The main provisions of the law should enter into force on August 1.

The State Duma adopted in the third final reading a bill on the introduction of a digital ruble in Russia and the creation of a digital ruble platform. The document is published in the Legislative Support System.

The bill establishes a ban on lending to digital ruble accounts, accruing interest on the digital ruble balance, and opening joint digital ruble accounts.

The bill also gives the Central Bank the right to refuse a bank to carry out a financial transaction with a digital ruble at the request of a customer if the Central Bank sees signs of customer disagreement with the operation.

The bill extends until December 31, 2024 the right of the Bank of Russia to determine the users of the digital ruble platform, as well as the list of transactions on the platform and the limit amount of their amounts.

The main provisions of the law should enter into force on August 1, 2023.
