The European Commission confirmed the interpretation of the sanctions legislation regarding Russia.

According to it, Russians are prohibited from entering EU countries using personal cars registered in the Russian Federation. This is considered a prohibited import.

Also, Article 3i prohibits the import or transportation to EU countries of goods listed in Annex XXI. They consider things that “produce additional income for Russia” (that is, one could mean their sale).

On the question “can Russian citizens temporarily bring with them personal belongings and vehicles listed in Appendix XXI to Art. 3i, in the European Union, for example for tourism purposes?” The European Commission responded negatively.

As noted by Yuri Shumilov, partner of the Brussels law firm Acquis, sanctions specialist, the list includes cosmetics (HS code 3304), suitcases (4202), laptops (8471), and mobile phones (8517). They are noted in Appendix XXI to Art. 3i. Experts recommend risking these things that tourists at least take with them so that they are not turned away at customs. [РБК]
