Roskomnadzor has developed criteria for blocking sites with information on how to bypass restrictions. They are planned to be applied from March 1, 2024. The corresponding draft order was published on the portal of draft regulatory legal acts.
A total of seven criteria can be included in the registry:
- description of actions that allow you to access prohibited resources;
- description of methods and access methods;
- encouragement to use them;
- belief in your attractiveness;
- description of advantages;
- offers to purchase access to information or a resource, including programs that enable access;
- the ability to gain access to prohibited resources, including by downloading programs.
In early September, the Ministry of Digital Development proposed allowing Roskomnadzor to restrict access to sites with information on how to bypass blocking. In the summer, the Information Policy Committee of the State Duma approved a similar initiative. The then United Russia deputy Anton Gorelkin introduced amendments to the laws “On Communications” and “On Information, Information Technologies and Information Protection”, which also included a ban on advertising of VPN services.
