The Ministry of Digital Development published on the official portal of legal acts a draft rule for the use of a “digital passport” – an electronic identification document in the form of a QR code in the Gosluslug application. Its implementation is planned in three stages, starting from the moment the corresponding resolution comes into force. At each stage the list of services available through the digital document will be expanded, but for now there will be public discussions of the project until November 2.
The document, which stood out among the legal acts published by Vedomosti, explains that in the first stage of implementation, holders of a “digital passport” will be available:
- buy alcohol or tobacco (password required),
- admission to long-distance trains,
- proof of age when visiting cultural organizations (password required),
- confirmation of identity in service centers (state or municipal, but there are several exceptions, for example, registration of passports and real estate rights),
- confirmation of identity in financial institutions (if the client was previously identified in accordance with the law).
In the second stage (starting January 1, 2024), the following will also be available:
- issue passes on the territory of organizations (except “closed” ones, military, for example),
- Identity confirmation at the post office and in shipping and receiving services for shipments and funds (password required).
In the third stage (starting January 1, 2025), the following will be added:
- confirmation of identity upon hotel check-in (password required);
- Identity confirmation in medical organizations (password required).
On September 18, the decree was signed that equates the “digital passport” with the paper original. Those who have placed their personal biometric data in the Unified Biometric System (UBS) and have uploaded a photo of any other identification document (foreign passport, driver’s license, etc.) to the State Services application will be able to use the electronic document – consent to provide the photo is simply signed with an electronic signature).
The “digital passport” consists of a QR code and a photograph, and its use instead of paper is voluntary.
The Ministry of Digital Development separately emphasizes that the electronic document will not completely replace the paper originals, the production of which is not planned to be suspended.
