RKN conducted an inspection that confirmed the leak; The department has drawn up an administrative protocol on violation of personal data protection legislation and will submit it to court.

In September it was reported that full names, telephone numbers, dates of birth, citizenship, tax identification number and partially bank card numbers were made public.

MTS later said that the leak of bank secrets was unconfirmed and that the information presented in the database “does not allow attackers to carry out financial transactions on behalf of the bank’s customers, their accounts are not at risk.”

Now MTS has sent Vedomosti’s request directly to MTS bank, and they, in turn, refused to comment.

Previously, the authorities were thinking about toughening penalties for the leaking of users’ personal data. In 2022, the head of the Ministry of Digital Development, Maksut Shadayev, proposed introducing turnover fines against companies. In the summer of 2023, a corresponding bill was sent to Russian Prime Minister Mikhail Mishustin.

The document provides for fines of up to 15 million rubles for the first leak and from 0.1% to 3% of annual revenue for the next. As the head of the Information Policy Committee of the State Duma, Alexander Khinshtein, explained to the publication, the authors of the bill are still waiting for its withdrawal.

Under current legislation, a company could face a fine of between 60,000 and 100,000 rubles, says Sergei Uchitel, partner at Pen & Paper.
