At the end of August, providers in several districts of Moscow began receiving letters from the State Budgetary Institution “Zhilischnik” about the legality of equipment placed in houses, design documentation, as well as requirements for transferring calculations laid using the method to an underground collector.
In current contracts, the cost of placing equipment is 300–500 rubles. Now prices have increased several times. For example, Beeline noted a 7-fold increase.
We will agree to enter into new contracts that will identify the needs for additional services that we do not need. Due to these services, the cost of access to apartment buildings for the placement of communication equipment increases 7 times.

The company noted that if they refuse to conclude an agreement on new terms, operators risk losing access to the house.
MegaFon also confirmed receipt of an offer with new prices (2 thousand rubles per house) and additional services that do not switch directly with the placement of equipment. The operator added that, according to Zhilishchnik, the initiative was terminated and the subsequent conclusion of new proposals with the instructions of the prefectures.
The head of AMOR, Dmitry Galushko, said that the new conditions for providers will not only lead to an increase in the cost of the Internet in Moscow, but also to limit competition. Some small operators simply will not be able to pay for home access and will leave the market.
The Ministry of Digital Development reported that they have not yet received complaints from operators. However, the ministry has requested information to understand the situation. [Коммерсантъ]
