At the end of October 2023, bill 470837-8 appeared in the State Duma, which proposes to ban schoolchildren from using mobile devices during regular school hours. However, there are some exceptions, such as situations required by the program or if there is a danger to the life or health of students and teachers.

It is worth noting that already in August 2022, the Ministry of Education of the Russian Federation banned the use of mobile phones in classes. If parents need to be contacted urgently, students should contact teachers. Breaks between classes continue to be a time when students can use their phones to communicate with their families.

At the same time, the Netherlands will also ban the use of mobile devices in schools during school hours starting January 1, 2024. This decision is due to the impact of gadgets on students’ academic performance and concentration. However, exceptions will be made for those who need mobile devices for medical reasons or to learn digital skills.

In the summer of 2023, UNESCO called for a ban on smartphones in classrooms worldwide, citing the need to improve discipline and academic outcomes and protect children from online bullying. The organization states that excessive use of smartphones can negatively affect the emotional state of schoolchildren and reduce their academic performance.
