The Federal Government announced yesterday (31) the establishment of the Digital Rights Secretariat. The body that will be responsible for developing measures that will make the Brazilian internet more secure. The new entity will be located within the Ministry of Justice and Public Security (MJSP).

Among its responsibilities, the Secretariat will implement initiatives such as the De Boa na Rede Programme, a virtual library that helps fathers, mothers and guardians protect minors online.

Those responsible for the new institution will also serve. Creation, proposal and implementation of rights protection actions in the digital environment. This includes, for example, establishing policies to support and protect victims of online crime.

Digital Rights Secretariat will work on improvements to data protection legislation, as well as collaborating with other government agencies. The folder will also represent MJSP at international events discussing online security.

“The creation of the new Secretariat is important in structuring the work we have developed against the great challenges of protecting public rights and freedoms in the face of the effects of digital transformation. Estela Aranha, who will coordinate the new structure, argued that this issue has become increasingly central in terms of defending the legal order, rights and constitutional guarantees.

Who is Estela Aranha?

The person in charge of the new Digital Rights Secretariat is lawyer Estela Aranha. She graduated from the University of São Paulo (USP) and holds a Master’s degree in Constitutional Law from IDP, specializing in Regulation, Technology, Privacy and Data Protection.

He has an extensive academic and market career and has 20 years of experience in Regulation, Public Policy and Corporate Affairs. He is chairman of the Data Protection and Privacy Commission of the OAB/RJ and chairman of the Private Data Protection Commission of the OAB Federal Council.

Before becoming Minister of Digital Rights, Estela Aranha worked as a special advisor on Digital Rights at MJSP.
