The Ministry of Digital Development will refuse to continue directly issuing grants to IT developers for projects in the field of import substitution. This was stated by the head of the department, Maksut Shadayev.
This is due to the fact that we lack the expertise and detailed understanding of developments to understand which product needs financial support.

The ministry plans to support development either with concessional loans or through energy incentives.
They stopped issuing grants to developers in July 2023 after Deputy Head of the Ministry of Digital Development Maxim Parshin was detained on suspicion of taking a bribe.
Experts believe that the decision of the Ministry of Digital Development does not affect companies’ plans for import substitution.
Small businesses, which previously did not have access to financing for import substitution projects in ICCs (industrial competence centers), have not lost anything and continue to survive on their own. For them, the solution is either to find a financial investor from large corporations or to enter the international market.
