The government plans to tighten the activation of SIM cards: operators will be forced to verify subscribers’ data with the Ministry of the Interior before doing so. SIM cards can now be activated immediately after purchase and operators verify the information against the Ministry of the Interior’s database within a month.
According to Kommersant sources, it is not yet clear in what period reconciliation with the databases of the Ministry of Internal Affairs will have to be carried out if the volume of sales of SIM cards is reduced, but this will take at least two days.
The idea has not yet been formalized in a legislative initiative. The Ministry of Internal Affairs and Roskomnadzor did not respond to the request. The Ministry of Digital Development indicated that they made no such proposal.
The operators themselves believe that the new rules will make it more difficult to conclude new contracts and, on the contrary, will lead to an increase in the gray design of SIM cards.
- In September, Russian mobile operators proposed banning calls from unregistered SIM cards. The reason for the changes is the growing incidence of fraud, which is also recorded by the Central Bank. The Ministry of Digital Development and the operators themselves believe that the current control is sufficient.
