Germany’s 2024 federal budget, vital to strengthening Europe’s chip law, is being delayed by a court decision that ruled the reallocation of funds was unconstitutional.

With Germany’s $22 billion commitment remaining on hold, both chip giants may be forced to dig deeper into their pockets or rethink their ambitious plant-building plans. An unexpected bureaucratic hurdle may force them to seek additional investors or slow down the implementation of their projects.

Amid the budget crisis, the fate of subsidies remains uncertain, leaving Intel and TSMC deadlocked over the financial support needed for their European expansion.
