Pulkovo hopes to restore corporate governance mechanisms and continue the strategic investment project. This was reported to RBC by the airport’s press service, commenting on the presidential decree on the temporary withdrawal of the rights to manage the facility from foreign companies due to the “hostile actions” of some foreign states.

Pulkovo commented on the withdrawal of management rights from foreign companies

The day before, the head of the Russian Federation, Vladimir Putin, signed a decree according to which VVSS Holding LLC will be created. This structure will receive 100% of the shares of the air port management company – Northern Capital Air Gate. Previously, it was owned by the Cypriot Thalita Trading Limited.

“We believe that this will ensure the operational efficiency of the airport and will allow the continuation of the implementation of the strategic investment project on the basis of public-private collaboration,” they said in the press service.

The shares that the co-owners of Thalita will receive in the new holding company will correspond to their ownership in the Cypriot structure. However, their votes will be controlled by two organizations: Advanced Industrial and Infrastructure Technologies-7 LLC and Air Gates of the Northern Capital LLC.

This decision is justified by a threat to national interests and economic security, as well as “hostile actions” by foreign states.

In 2010, Pulkovo came under the control of the Air Force. Previously, VTB owned 25.01% of the company through Thalita. Another 25% was in the hands of the German company Fraport.

In addition, 25% belonged to a consortium of investors, including RDIF, Mubadala of the United Arab Emirates and Baring. And another 24.99% was owned by the Qatari investment fund QIA.
