The Ministry of Digital Development has made changes to the rules regarding the inclusion of software in the domestic software registry. Updates will be released in the first quarter of 2024. The registry will be divided into two categories: software that meets the new requirements and software that does not meet these requirements.
Software in the first category will receive privileges in government tenders and provide advantages to copyright holders. The remaining software will only be able to benefit from tax benefits such as a zero VAT rate. New requirements include Open Source processing, compatibility with Russian processors and other parameters.
Companies falling into the first category must obtain software updates from sources located in Russia. This is due to the import substitution policy designed to support domestic developers. Launched in 2016, the registry currently has more than 18.8 thousand entries. The changes aim to strengthen requirements for software processing depth and support for domestic developers.
