Apple won’t add the ability to create modern playlists in iOS 17.2. The feature will likely be delayed until 2024.
Collaborative playlists were available in previous beta versions of iOS 17.2, but are not available in iOS 17.2 RC. Apple presumably removed the feature due to a lot of spam, and will bring it back once the issue is resolved.
