The Supreme Electoral Court (TSE) and the National Telecommunications Authority (Anatel) signed a technical cooperation agreement involving artificial intelligence (AI) today (6). The document establishes a partnership between the two institutions in cases of disinformation.
The document signed by TSE President, Minister Alexandre de Moraes and Anatel Minister Carlos Baigorri comes into force immediately. The idea is for the government to have a more dynamic communication flow through entirely electronic means “to comply with court orders ordering websites to be blocked.”
Previously, these cases involved court officials who had to deliver notice in a bureaucratic process that kept crime pages online for longer periods of time.
“The cooperation agreement serves to integrate our systems so that all this communication is more fluid electronically, so that Anatel can comply with the decisions of the Electoral Court as quickly as possible, thus protecting the voters and the elections,” says Baigorri.
Government cracks down on AI fake news
According to Moraes, Electoral Tribunal will be prepared to combat and monitor fake content in 2024 elections. The document does not mention practical cases, but the minister appears to be particularly concerned about artificial intelligence-generated montages by “digital militias”.
“You cannot do in the virtual world what you cannot do in the real world,” says the STF minister.
The agreement also served to confirm that the Electoral Justice Counter-Disinformation Program, established in 2019, will be permanently established.
