Only those companies that are not marked with a “red” risk level in the Central Bank’s “Know Your Customer” anti-money laundering service will be able to access the digital ruble platform, said German Neglyad, deputy director of Rosfinmonitoring.
According to Neglyada, these customers are considered high risk and therefore will not be able to access.
“Now the main task is to draw up these amendments, which will come into force on January 1, 2025, and to strengthen our interaction with the Central Bank on this issue,” said a representative of Rosfinmonitoring, quoted by TASS.
He added that the provisions of the basic anti-money laundering law are currently being actively discussed together with the Bank of Russia. According to the law, the risks in agreements with the third form of money must be fully regulated. Thus, according to Neglyada, the Central Bank will meet the requirements to analyze suspicious transactions with digital currency, as ordinary banks do.
Rosfinmonitoring positively values the introduction of the digital ruble and considers it a modern tool that can be used effectively, including for international payments.
As of August 1, 2023, Russian legislation allows payments to be made in digital rubles, which are fully controlled by the Central Bank. The digital ruble represents the third form of Russian currency. They plan to make the digital ruble accessible to ordinary Russians by the period 2025-2027.
Previously, VTB developed a technology that allows you to withdraw digital rubles through regular ATMs.
