The Ministry of Digital Development proposed adding a mechanism to force sites to be included in the register of information dissemination organizers. Roskomnadzor may be allowed to forcibly add a site to the IRA registry

The Ministry proposes to change the approach to the formation of a register of organizers of information dissemination (ORI), the participants of which must store user correspondence for six months, transfer data to the FSB and establish systems operational search activities (SORM).

Under the proposals, Roskomnadzor will be able to forcibly add a site to the ARI registry if it has a messaging function between users and its owner has twice failed to comply with the requirement to voluntarily enter the list.

Now you can join the register voluntarily or at the request of the RKN, to which appeals are sent by law enforcement agencies. Failure to do so may result in a fine or ban. Behind breach The requirements provide for a fine of up to 6 million rubles, for refusing to register, six times less.

The Ministry of Digital Development reported that the document assumes that Roskomnadzor will be able to include the site in the register after reissuing a decision on an administrative offense. The newspaper’s interlocutor explained that the project is designed to “increase the efficiency of the current mechanism for including companies in the ORI.” RKN declined to comment.
