These rates offer a lower price, but will not provide a refund if the reservation is canceled.

The laws “On the foundations of tourist activities” and “On the protection of consumer rights” are being amended, as well as the first paragraph of article 782 of the Civil Code.

The Ministry of Economic Development has drafted a bill that allows for the establishment of both refundable and non-refundable rates for hotels. Tourists will be able to choose which one to use: the non-refundable one will allow them to book a room at a lower price (RBC experts estimated savings between 10 and 20%), and the returnable one will reduce the risks of a possible trip cancellation.

The ministry hopes that the adoption of the bill will, on the one hand, increase the availability of accommodation for guests and, on the other, allow hotels to effectively plan their work and reduce costs.

The idea of ​​​​introducing non-refundable rates appeared at the end of 2021, it emerged from Rostourism.
