The authors of the potential law propose to introduce a general regulation of all marketplaces operating in Russia – “aggregators of information about goods”. As well as additional regulations for online stores, which occupy 20% of the market. In addition, the so-called major marketplaces are proposed to prohibit holding any promotions without the consent of sellers and charge more than 10% of the cost of the goods.
In the explanatory note to the bill, the authors explain that their proposal aims to create conditions to fill gaps “in the legislation that contribute to market monopolization, disadvantage sellers and pickup point owners and lead to difficulties in resolving disputes.”
In particular, it is proposed to determine the general terms of the contract for the provision of services by online stores. One of the key points is that marketplaces are prohibited from demanding compensation from buyers for the return of goods and receiving money for such payments.
