When you open the photo editor on WhatsApp, you can choose the option to create stickers from photo. Stickers can be edited and sent to any chat if necessary.
To create a sticker, you need to select the “Options” button represented by three dots and then select the “Create sticker” section from the drop-down menu.
However, it is not reported when the feature will be implemented for all users.
