Authorities will transfer infrastructure management functions of the Skolkovo innovation center to Moscow

According to the amendments, the Criminal Code (the Skolkovo Foundation subordinated to VEB.rf) will transfer to the capital’s government the powers to regulate urban planning and medical activities, as well as functions for the development and use of urban territory, transport and the House. and communal services.

At the same time, the fund itself will retain regulatory functions in the educational innovation center. Moscow, in turn, will support both the research work of the project participants and the commercialization of their results through “special events.” They will be carried out jointly with the foundation.

In addition, the project drawn up by the financial department assumes that the costs of urban services and infrastructure in Skolkovo will also be borne by Moscow. Now these costs are covered by funds from the management company and subsidiaries, as well as from the federal budget and other sources.

At the same time, Moscow is already actively involved in the development of Skolkovo; The territory of the innovation center was transferred to the capital in July 2012. And the fund does not have enough funds to maintain the infrastructure, Kommersant sources say.

The explanatory note to the document, which the Moscow Department of Entrepreneurship and Innovative Development referred to in its comment, states that these changes “will allow the Moscow government to develop the territory of the center and its infrastructure in accordance with Moscow standards for the quality of the urban environment”.
