The working group on legislative regulation of the use of SIMs discussed the provisions of the mandatory state register, which will include electric scooters and other personal mobility devices (IMs).
The Russian authorities want to create a register to ensure control over compliance with traffic rules and for the purpose of “further development of the mechanism for monitoring, supervision, accounting and management of SIM traffic.” All SIMs will be taken into account, except those falling under the concept of “product”.
If passed, the election would go into effect on March 1, 2025. Owners of pandemic electric scooters are required to register them on the government services portal. This will need to be done within 10 days after receiving the license for the scooter.
