They want to submit to the State Duma a bill on mandatory confirmation of domain administrator data through the Gosuslugi. According to Kommersant sources, the regulation will only affect the administrators of the Russian national zones .ru and .рф.

Today, people and organizations managing domains in these zones provide documents only at the request of the registrar. Deputy Chairman of the Duma Committee on Information Policy, IT and Communications Anton Gorelkin said that a bill is being prepared to regulate the administration of domain names. It will be introduced in 2024.
“Such an agreement has been reached with all the actors on whom this depends,” the deputy clarified.
The document aims to “verify those who register domain names through the Unified Identification and Authorization System” (USIA). The goal of parliamentarians is to strengthen the fight against phishing sites.
The preparation of new regulatory procedures was confirmed by the Ministry of Digital Development. At the same time, some market participants claim that the bill has not yet been discussed with them.
However, according to the general director of Ru-Center, Andrey Kuzmichev, the company hopes for a dialogue, as already happened with the discussion on hosting registration.
The .RU/.РФ Coordination Center, which manages national domains, indicates that exceptions to this rule will be required. According to the center’s director, Andrei Vorobyov, it would be logical for non-residents to deviate from the rules.
At the same time, other experts believe that criminals will take advantage of exceptions in the law.
“Nothing will prevent them, as now, from indicating false data of foreign persons and, when requesting confirmation, from sending fictitious documents,” says Evgeniy Altovsky, head of the information and analysis service of the Information for All Organization.
