Section 702 allows the U.S. government to eavesdrop on conversations between Americans and foreigners abroad and intercept hundreds of millions of calls, texts and emails annually. Although the government says it only targets foreigners with “foreign intelligence information,” the communications of countless Americans are also being monitored, raising privacy concerns.
The House bill not only expands the program but also expands the definition of telecommunications service providers.
