After the project started in 2016, the launch vehicle and Kazachok landing platform were provided by Russia. Now, due to sanctions and deterioration in relations, ESA plans to develop its own landing module for Mars.

A number of contractors, led by Thales Alenia Space, will build and test a demonstration version of the module, followed by a working version. Thales Alenia Space and its affiliates will work on the module and will be responsible for testing the product, including the parachute system. Airbus Defense & Space will develop a set of systems for the module, ArianeGroup will develop the frontal heat shield and thermal protection, and OHB will be responsible for the flight module.

Initially, the start of the ExoMars project was planned for 2018, but it was constantly postponed and ESA withdrew from the project in 2022.
