The Ministry of Economic Development is preparing to make changes to the legislation to accelerate the process of establishing experimental legal regimes (EPR) in the field of digital innovation. They also envision the creation of a commission to investigate incidents resulting from the use of artificial intelligence (AI). Representatives of the Ministry of Energy explain that they have introduced more than 20 changes to simplify procedures and shorten the approval time.
According to the proposals, the list of documents was reduced and the procedures for submitting proposals for the EPR were simplified. Insurance is also being introduced for EPR-related incidents and a commission is being formed to investigate them. However, experts express doubts about the effectiveness of these changes and point out the need for a clear mechanism to protect against possible problems.
Senator Sheikin adds that EPR participants will be required to keep a record of responsible persons when using AI technology. In the event of an incident, they will be required to submit the necessary documents to the commission for the investigation. The commission also expresses its opinion on the causes of the incident and the measures to solve it.
