A draft law on fines for collective use of electric scooters while intoxicated has been submitted to the State Duma. A fine is also proposed for refusing a medical examination, leaving the scene of an accident and transporting children on a scooter.

A draft law on fines for riding electric scooters, bicycles and other personal mobility (IM) devices has been submitted to the State Duma. TASS writes about this with reference to one of the authors of the bill, member of the Federation Council, Artem Sheikin.
For driving an electric scooter and refusing a medical examination, a fine of 20 to 30 thousand rubles is proposed. For transporting children on an electric scooter, they can be fined up to 5 thousand rubles; If they travel in a group, they can face a fine of up to 3 thousand rubles.
It is proposed to fine the SIM driver up to 5 thousand rubles for fleeing the scene of the accident and 500-5 thousand rubles for exceeding the speed limit on this section of the road.
The bill also provides for fines for SIM drivers for driving on an undesignated section of the road in violation of traffic rules (from 2 to 5 thousand rubles) and for driving an electric scooter weighing more than 35 kg on pedestrian paths and sidewalks.
Previously, a bill was proposed to equip electric scooters with QR codes and introduce them into a unified control register.
