The Ministry of Digital Development has submitted to the departments a bill requiring foreigners to register in the Unified Biometric System to purchase a SIM card from a Russian telecom operator. This was announced by the head of the department, Maksut Shadayev, at the Telecom of the Future 2024 conference.

“The main regulations regarding SIM card billing will change. Everything that happened obviously requires toughening up. [законодательства]. The Ministry of Digital Development has already submitted to the departments for approval a bill that requires foreign citizens, when concluding contracts with mobile operators, to pre-register in the Unified Biometric System. This will be a must-see story,” said Shadayev (quoted by Interfax).
In addition, it was proposed to inform all users of State Services about contracts concluded with mobile operators on their behalf.
According to the minister, now “SIM cards are simply given to living people who do not know anything about this.”
Previously, the Vedomosti newspaper reported that foreign citizens, including labor migrants, will be able to purchase SIM cards from Russian telecom operators only if they register on the State Services portal using biometric data and by personally visiting communications stores.
Commenting on this initiative, Telecom Daily CEO Denis Kuskov said that the problem of “gray” SIM cards has existed for a long time and needed to be addressed much earlier, and the terrorist attack on Crocus City Hall gave impetus to solve this problem.
